Biographies
Thomas Foti
A 21-year veteran of the U.S. Postal Service (USPS), Thomas Foti serves as Manager, Marketing Mail for Mailing and Shipping Services – a role which includes product development and management of direct mail, catalogs and periodicals. Equipped with a strong background in marketing and operations and a keen ability to analyze customer marketing needs, Thomas is adept at creating and aligning strategic programs to meet organizational goals and in identifying new opportunities to explore ways to increase revenues. He identifies and prioritizes product development initiatives by gaining insights from clients to maximize their integrated marketing communications strategies.
Throughout his career, Thomas has served in numerous staff positions at the USPS in the Operations Support, Engineering and Marketing divisions. Thomas has served as an executive responsible for new business development initiatives, fostering strategic partnerships, long term strategic planning and management of the $20 billion postage meter and PC Postage channel. Additionally, he has managed the organization responsible for the financial justification of capital equipment for the Postal Service.
An active member of the marketing and mailing community, Thomas has spoken at various industry events including the National Postal Forum and serves in a leadership capacity for Mailers' Technical Advisory Committee (MTAC).
Thomas earned a Bachelor of Science degree in Management Science from the State University of New York at Geneseo and later completed a Master of Business Administration degree from the University of Maryland.
Joyce Carrier
Joyce Carrier was recently named the manager of Advertising, Media Planning and Promotions. In that role she will oversee the creation and execution of all advertising including TV, radio, print, direct, and digital. She provides collateral material for Post Offices, usps.com, the Customer Connect and Business Connect programs and for our National Sales team.
Carrier joined the Postal Service in March of 1998, reporting directly to the vice president, Public Affairs and Communications. Her duties have covered managing the departments of Public Relations, Community Relations, Special Events and Promotions, Brand Equity and Design, and Field Communication. She has also has directed a number of special projects for the vice president including the daily communications during the Anthrax Crisis; the production of the National Executive Conference (NEC) and the promotion of the USPS Pro Cycling Team with Lance Armstrong.
Carrier was formerly the deputy assistant secretary at the United States Department of the Treasury where she was the primary contact with the Business Community, Trade Associations, State and Local elected officials and Consumers. She was detailed to the White House to lead outreach efforts on legislative initiatives for Assault Weapon Ban and the North American Free Trade Agreement (NAFTA).
In her almost 30 years of experience she has honed her skills in a variety of settings including McGraw-Hill Publishing, the Massachusetts Department of Environmental Affairs; Groupe Bull, the French hi-tech company; and three Presidential Campaigns. Additionally she was the Director of the 1993 Presidential Inaugural Gala.
She graduated in 1978 from the University of South Carolina with a BS in Marketing and completed MBA coursework at Memphis State University (currently the University of Memphis).
Rod Devar
Rod DeVar serves as manager of Direct Mail marketing at the U.S. Postal Service Headquarters in Washington, DC.
Rod has served the U.S. Postal Service for 30 years, beginning his career in 1978 as a part-time letter carrier in Birmingham, Michigan. The following year, Rod moved to Washington D.C. to work in the marketing department at USPS Headquarters.
During the last twenty-two years, Rod has directed national advertising and promotional programs for the Postal Service, responsible for investing as much as much as $300 million annually. Under Rod's leadership the Postal Service has received dozens of advertising industry awards including a Gold EFFIE for Corporate Advertising, Best of Show Caples Award and a Grand Ogilvy from the Advertising Research Federation. He is an active member and/or speaker at the Direct Marketing Association, The Corporate Executive Board's Advertising and Marketing Round Table, The Association of National Advertisers, American Advertising Federation and the Advertising Research Foundation.
Rod earned a BA in advertising from Michigan State University and an MA in Management from MIT’s Sloan Business School.
Cat Moriarty
Cathrine "Cat" Moriarty serves as program manager in the Corporate Advertising department at the United States Postal Service (USPS) headquarters in Washington, D.C. Focusing her efforts on the large business sector, she develops and executes marketing plans to help senior level marketers maximize their communications plans using the products and services offered by the USPS. In this role, she develops, creates and implements campaigns based on increasing consideration and use of Direct Mail.
Cat has been with the U.S. Postal Service since 1988, and is experienced in various fields, including: customer services, sales and acquisitions and most recently, segment advertising and marketing. With this diverse background, Cat's focus is to grow and retain USPS customers by demonstrating the power of Direct Mail in maximizing brand loyalty, creating and sustaining customer retention and just as important, to create customer engagement. As an avid speaker with the U.S. Postal Service’s Speakers Bureau, Cat regularly gives presentations on the latest developments in the direct marketing industry. Most recently, many of her presentations have focused on teaching marketers how to respond to the consumer demand for eco-friendly business by greening their Direct Mail. Cat also shares her Direct Mail expertise with marketers across all disciplines and industry sectors as the editor of Deliver magazine and delivermagazine.com.
Cat earned a BS in Business and Marketing from Sacred Heart University. She is currently working toward a Masters in Business Administration from Strayer University, with an emphasis on Marketing Communications.
David Mastervich
David Mastervich currently serves as a manager of sales strategy and a member of the USPS Headquarters New Business Development Team, dedicated to building sales strategies to take all U.S. Postal Service Direct Mail products to their relevant market. In his 24 years with the U.S. Postal Service, David’s career has entailed managing international consolidators for the U.S. Postal Service global products, leading a national sales team focused on Direct Mail growth, managing a carrier operation and yes, even carrying mail.
David’s expertise in Direct Mail covers the full spectrum: from building strategies to customer calls, to large group presentation at the National Conferences. He has been active in positioning Direct Mail as a viable option for all seeking to enhance their marketing, advertising or media mix.
Prior to joining the U.S. Postal Service, David held several sales manager positions. He graduated from Western Michigan University with a Bachelor of Arts in Education, and is currently working toward his master’s degree in organizational design.
Doug King
Doug King, a certified direct marketer, is a direct mail sales strategist, and a member of the U.S. Postal Service Headquarters Sales Strategy Team based in Washington, D.C.
As a member of the Sales Team, Doug focuses on achieving long and short term sales goals and developing overall sales strategy.
Prior to joining the USPS, Doug was a government and educational account executive with 3M and a marketing director for a prominent southern California homebuilder.
In addition to his USPS responsibilities, Doug is a faculty member of Data University, an online instructional training site for database and direct marketers.
Doug is a graduate of Bethel University in Arden Hills, Minnesota, and has studied at a number of other institutions to enhance his professional career, including: the University of Utah and Colorado State University. He currently holds DMA Direct Marketing Certification from Regis University in Denver, Colorado.
